Affordable Housing Advisory Committee

The Affordable Housing Advisory Committee (AHAC) reviews the adopted established policies and procedures, ordinances, land development regulations, and the local government comprehensive plan and makes recommendations on any specific actions or initiatives to encourage or facilitate affordable housing projects.

Board of Adjustments

The Clay County Board of Adjustments (CCBOA) conducts hearings to determine appeals when it is alleged that there is an error in any order, requirement, decision, or determination on variances made by an administrative official in the enforcement of any zoning ordinance or regulation adopted pursuant to Chapter 163, Florida Statutes.

Clay County Utility Authority

The Clay County Utility Authority (“CCUA”) was created for the purpose of acquiring, constructing, financing, owning, managing, providing, promoting, improving, expanding, maintaining, operating, and fostering over time the development of regional water, wastewater, and reclaimed water utility systems, as described in its enabling legislation, Chapter 94-491, House Bill 2299, effective October 1994, and is governed by a Board of Supervisors appointed by the Board of County Commissioners.

Construction Trade Licensing Board

The Construction Trades Licensing Board (CTLB) is comprised of five (5) members.  This Board recommends parameters for licensing to the Board of County Commissioners (BCC) and disciplines locally registered contractors.

Fleming Island Citizen Advisory Committee

The Fleming Island Citizen Advisory Committee was established in 1979 for the orderly development of Fleming Island.

Health Planning Council of Northeast Florida

Established in accordance with provisions in the state’s health planning legislation and is funded by the state to conduct planning activities in Planning District IV, including the Counties of Baker, Clay, Duval, Flagler, Nassau, St. Johns, and Volusia. It is the local arm of the State Certificate of Need Program, which approves or disapproves proposals for new or expanded hospitals, nursing homes, and primary medical services.

Historic Preservation Board

To preserve and protect the integrity of Clay County’s significant historic and archeological resources through identification, evaluation, recognition, and education.

Housing Finance Authority

The Housing Finance Authority (CCHFA) of Clay County was created to provide safe, sanitary, and decent housing, encourage investment by private enterprise and stimulate the construction and rehabilitation of housing through the use of public funds. When the market is favorable, the HFA may obtain funds through the issuance of bonds at relatively low interest rates. These bonds are eligible to Clay County citizens of low to moderate income at reasonable mortgage loan interest rates.

Lake Asbury Municipal Service Benefit District

The Lake Asbury Municipal Service Benefit District (LAMSBD) was established to ensure the continued maintenance, improvements, and prevention of deterioration of the lakes known as Lake Asbury, South Lake Asbury, and Lake Ryan in Clay County; for weed control of the lakes; spill-way construction and maintenance; repair, replacement, and cleaning of French drains in the lakes and dams; paving and maintenance of dams and easements; installation of guard rails on the dams; elevation of the dams; repair, replacement and construction of dams as needed; landscaping, maintenance, and mowing; and informing the District’s constituents of their activities – both proposed and ongoing.

Lake Asbury/Penney Farms Citizens Advisory Committee

The Lake Asbury/Penney Farms Citizen Advisory Committee was re-established in 2021 for the orderly development of the Lake Asbury/Penney Farms Planning District.

The Committee consists of 6 to 11 residents of the Lake Asbury/Penney Farms Planning District area (which includes the Lake Asbury Master Plan area) who are appointed by the Board of County Commissioners and serve in an advisory capacity to the Board.  The Committee meets on an as-needed basis to review Future Land Use and Rezoning applications for property within the Lake Asbury/Penney Farms Planning District.

Library Board of Trustees

The Library Board of Trustees (LBT) develops and implements sound programs for the County’s public libraries through the mutual cooperation between the state, County, and city government and agencies. This is an advisory board with no power to commit the County to any policies, incur any financial obligation, or create liability on behalf of the County.

Middleburg/Clay Hill Citizen Advisory Committee

The Middleburg/Clay Hill Citizen Advisory Committee was re-established in 2023 for the orderly development of the Middleburg/Clay Hill Planning District.

North Florida Transportation Planning Organization Citizen Advisory Committee

The North Florida TPO’s Citizen Advisory Committee is established to provide citizen comments and views on the metropolitan planning process and to serve in an advisory capacity to North Florida’s TPO on matters related to transportation planning.

Planning Commission

The Planning Commission (PC) is an advisory board to the Board of County Commissioners (BCC) and provides recommendations on comprehensive planning and the Land Development Code. Pursuant to Chapter 163, Florida Statutes, the Planning Commission has been designated by the BCC as the official Local Planning Agency for the County’s comprehensive planning process. In addition to monitoring the County Comprehensive Plan and reviewing proposed amendments, the Planning Commission also reviews proposed re-zonings and amendments to the County’s Land Development Code. The Planning Commission is comprised of eight members, with seven appointed by the BCC and one representing the Clay County School Board. Meetings are held at 7:00 P.M. on the first Tuesday of each month in the BCC Chambers, located on the fourth floor of the County Administration Building. While most matters under consideration by the Planning Commission are official public hearings, all meetings are open to the public. Tourist Development Council

The Tourist Development Council (TDC) is an advisory committee of the Clay County Board of County Commissioners. The TDC administers funds from the Tourist Development Tax (TDT) and oversees and recommends ways to promote Clay County as a tourist destination, in full compliance with Florida State Statute 125.0104.

Value Adjustment Board

The VAB meets during the fall and early winter to oversee the administrative proceedings held to provide citizens an opportunity to file petitions challenging the determinations of the Property Appraiser regarding exemption and valuation issues.
