The Division’s mission is to provide for planned and orderly growth while improving the quality of life for County residents. To achieve that mission, Clay County has adopted numerous plans and codes through the public hearing process to guide the growth and development throughout the County.

The Planning Section focuses on long-range planning for the County. The primary documents administered by the Division's Planning Section are the Clay County Comprehensive Plan and companion Master Plans for Branan Field and Lake Asbury, which delineate future land use and address infrastructure provision. The Section also plans transportation by managing the impact and mobility fee systems. It represents the County on the Technical Coordinating Committee of the Northeast Florida Transportation Planning Organization for the Jacksonville Urbanized Area.

The Zoning Section of the Division focuses on administering current planning functions by implementing various codes and applications. The primary code for which the Zoning Section takes lead responsibility is the Clay County Land Development Code (LDC). The Zoning Section is also the central intake for all proposed development projects. Finally, the Zoning Section is also responsible for coordinating the DRC process.
